Important Procedure Changes for FUSE Cycle 8 Proposals from non-US based Researchers. For Cycle 8, FUSE proposal submission is fully electronic. Files must be delivered to two separate addresses. All proposers, including those based at non-US institutions must complete the NSPIRES web-based cover page form and upload the formatted proposal (in .pdf) via the NSPIRES site. The filled in, LaTeX-based, proposal template containing the target information must, as in previous cycles, be e-mailed to the FUSE project at JHU. Hard copy proposals will not be accepted in Cycle 8. Principal Investigators (PIs) affiliated with Non-US institutions have two options for submitting through the NSPIRES electronic system. In either case the formal submittal is to be performed by an Authorizing Official, and cannot be accomplished by the proposer. In both cases a full phase 1 proposal submittal consists of five steps: 1) The PI and each intended Co-I on a proposal must register and affiliate themselves with an NSPIRES registered institution 2) Fill in the "Cover page" form at NSPIRES 3) Upload the formatted (in .pdf) proposal at the same site 4) Release the proposal to you Authorizing Official and have him/her submit it. 5) Send the filled in LaTeX template (in ASCII) to fuseprop@pha.jhu.edu (Further details can be found in the "Proposal Checklist", available at http://fusegi.pha.jhu.edu/fuse/proposal_checklist.html. ) Step one through four above can be accomplished by either: a) If their home institution is registered, or is willing to register, in the NSPIRES system, then they should follow the submittal procedures for US-based investigators, detailed in the proposal instructions and proposal submittal checklist. b) If their home institution is not registered in the NSPIRES system, they should register themselves in the NSPIRES system as affiliated with the "FUSE GI Support Center" organization, created for this purpose, and then fill in the web form at the NSPIRES site as above. The Authorizing Official in this case will be the FUSE project Scientist, George Sonneborn. Note that any non-US scientist, already individually registered in the NSPIRES system under their nominal home institution, who wishes to submit a proposal as PI (using the "FUSE GI Support Center" affiliation) should make sure that their registration with NSPIRES is changed to the "FUSE GI Support Center" before any proposal cover sheets that include them as a Co-I are generated. Changing your affiliation in NSPIRES is a global change within NSPIRES. Unfortunately, affiliation changes made after you have already been selected as a team member on a proposal has the potential of causing confusion and problems in the system. Note also that the affiliation stated in the scientific/technical justification part of the proposal (the part produced using the phase 1 LaTeX template provided by the FUSE project at JHU) should still be the proposers home institution. The successful completion of the above steps require that: i) Each Co-investigator be registered in the NSPIRES system. This must be done by the Co-investigator individually. (Those affiliating themselves with, or changing their affiliation to, the "FUSE GI Support Center" are requested to send an e-mail to the Project Scientist (george.sonneborn-1@nasa.gov) to help us resolve any problems that might arise. ii) The PI must fill in the "Cover Page" form at NSPIRES. iii) The scientific justification, including a target list should be generated conforming to the instructions in the "Cycle 8 Proposal Instructions" available at http://fusegi.pha.jhu.edu. This can most easily be accomplished using the LaTeX template and style files available at the same site. iv) Once the scientific justification is completed, a .pdf version of the full scientific/technical proposal, including figures, should be generated and uploaded via the Cover Page form at NSPIRES v) The electronic proposal must then be released to the Authorizing Official (AO). This is done by clicking the appropriate buttons at the NSPIRES site. Doing so generates an automatic notification to the AO. However, for clarity we ask that any proposer using the FUSE GI Support Center organization also send an e-mail directly to the Project Scientist (george.sonneborn-1@nasa.gov) once the proposal is released. vi) Once the AO has submitted the proposal to NASA the "NASA Proposal Number" will be generated and returned to the AO.
