FUSE Guest Investigator Proposer's Checklist

All proposers must use the NSPIRES web-based system to:

  • Enter proposal Cover Page information
  • Attach the complete scientific proposal, text and figures, in pdf format
  • Submit the proposal (via your Institution's Authorizing Official)

Note: Submission of the Cover Page and proposal to NASA is performed in NSPIRES by an Authorizing Official at the PI's institution. It is not directly submitted by the PI.

Hard copy proposal submissions will not be accepted.

1. Register yourself and have your Co-I’s register in the NSPIRES system. http://nspires.nasaprs.com
2. Affiliate yourself in NSPIRES with your home institution (i.e. your organization's Sponsored Research Office).

3. Verify that your science investigation does not duplicate previously accepted FUSE programs http://fusegi.pha.jhu.edu/fuse/FUSE_obs_programs.html
4. Check your potential targets for duplication with accepted programs.

7. Write your proposal.

Required proposal content, page limits, latex templates, the proposal instructions, and other information is at http://fusegi.pha.jhu.edu/fuse/GI_proposal_info.html

The preferred method of preparing the formatted submission is to process the LaTeX form provided (together with the "fuse8.sty" file).

However, users may prepare their electronic proposal using other tools, as long as the formatting strictly follows the instructions in section 2 of the FUSE NRA.

Two electronic submissions of your proposal are required.

  • The ASCII LaTeX form MUST BE FILLED OUT AND SUBMITTED BY EMAIL to fuseprop@pha.jhu.edu

  • A .pdf version of your proposal must be uploaded into NSPIRES and submitted along with the electronic cover page (see item 8.) you generate in NSPIRES.

8. Preparing your coverpage

The "Proposal Cover Page" form consists of five elements:

    • Proposal Summary
    • Business Data
    • Budget
    • Program Specific Data
    • Proposal Team

    This is the followed by a bullet for "Proposal Attachments" (See item 9. in the checklist)

  • The first Proposal Cover Page Element, the "Proposal Summary" is equivalent to the Proposal Abstract and should be filled in
  • The second element: "Business Data" should be filled in.
    • The proposed start and end dates should be: 1 July 2007 to 30 September 2008.
      Note: These dates correspond to the earliest grant issue dates, NOT the duration of FUSE Cycle 8.
    • The "Applicant Proposal Identifier" and "Predecessor Award Number" should be left blank.
    • Choose "No" for "Proposal Sent to Other Federal Agency"
    • For "Other Project Information" choose "no" for the three first questions and then answer the "Will NASA civil servant personnel work on this project:" question. You do, however NOT, at this stage have to give FTE information.
    • The "Proposal Point of Contact" should be the PI.
  • The third element "Budget" is NOT required and has no fields to be filled-in.
  • The fourth element: "Program Specific Data" should be filled in. The entries are self-explanatory with the possible exception of question 4. Here, choose:

    "2) Data Analysis/Data Assimilation/Earth System Modeling (including Guest Observer Activities".

  • The fifth element: "Proposal Team" should be filled in with the PI and applicable Co-Is.
    • No CV or pending support is required.
    • "Is this person participating in this project as an employee of a foreign organization?" The answer is "no" for US-based proposers and non-US based proposers who are submitting their proposal through the "FUSE GI Support Center".

    If any of the proposal team members are civil servants, enter "$0" for the "total dollar amount requested".

Note: Clicking on"check elements" on the "Proposal Cover Page" bar will update the status and warnings associated with the cover page elements.

9. Submit your proposal and cover page to NSPIRES by 16:30 EDT, 15 September, 2006.

There is no hard copy submission of the proposal. You must generate a .pdf version of your proposal and submit it and the cover page electronically through NSPIRES.

The proposal and COVER PAGE can no longer be submitted by the PI. They must be submitted by an Authorizing Official at your institution or at the "FUSE GI Support Center" (non-US based proposers only).

See item 2. in this list, if you have not affiliated yourself with an institution.

To submit your proposal and cover page:

On the "View Proposal" page in NSPIRES

  • select "Add" next to "Proposal Attachments"
  • select attachment type: "Proposal Document"
  • use the "browse" button to select the proposal.pdf file
  • then "Upload"
  • "Release to Org" to release your proposal to your institution's Authorizing Official.
  • "Release" to finalize the release of your proposal to your institution's Authorizing Official.
Once you "Release" a proposal [you] will give control of the proposal to the organization. You will no longer be able to make any edits to the proposal unless the organization "unlocks" the proposal.

10. Write down your NASA proposal number.

You do not get your NASA proposal number until after the institution submits your electronic cover page to NASA.

11. Email the completed Phase 1 LATEX template form of your proposal to fuseprop@pha.jhu.edu

Submission of the LaTeX proposal form is REQUIRED for all Guest Investigator proposals.

The ASCII LaTeX form MUST BE FILLED OUT AND SUBMITTED BY EMAIL to fuseprop@pha.jhu.edu, regardless of the method used to prepare the formatted paper proposal.

You do not get your NASA proposal number until after the institution submits your electronic cover page to NASA.

Please do not submit the electronic version of your completed Phase 1 Proposal template to fuseprop@pha.jhu.edu until you have the NASA proposal number and have included it in the electronic file.
